By completing more than 37 operational sorties over enemy’s strong holds in close support of the Indian Army, Wing Commander Norohna has been showing outstanding gallantry. He carried out his Squadron’s offensive role with maximum success in the face of adverse conditions.

He has been an outstanding leader both in air and on ground. His brilliant leadership, fearless determination and unswerving devotion to duty have set an inspiring example to all under his command.

Flt. Lt. U. A. D’Cruz while carrying out an offensive reconnaissance over the AKHNURBHIMBER area was shot down and captured by Pathan tribesmen on 1st December 1947. He remained a prisoner with the tribesmen and later with the Pakistan Army, until December, 1948 when he was returned to India under a scheme for the exchange of prisoners of war.

While a prisoner, Flt. Lt. D’Cruz was often beaten and threatened with death by his captors but neither ill-treatment nor the offer of monetary rewards could undermining his loyalty to his country or his service.

The fortitude and devotion to duty displayed by Flt. Lt. D’Cruz while a prisoner of war is in accordance with the highest traditions of his service and an example to his fellow officers and men.

On 19th January, 1961, while on a training flight, Flight Lieutenant Kalsia found that the engine of his aircraft had flamed out. The aircraft was heading towards Jamnagar city and had he bailed out and abandoned the aircraft, it would have crashed in the city, causing extensive damage to life and property. Realising this, Flight Lieutenant Kalsia turned his aircraft away from the populated area and in doing so lost valuable height. He then attempted a force landing as he was left with no other option and was killed in the attempt.

Flight Lieutenant Kalsia displayed courage of a very high order and gave his own life to avoid an accident which might have resulted in the loss of several other lives. His gallant action was in the highest traditions of the Air Force.

Squadron Leader (now Wing Commander) EZRA D’SYLVA MASILLAMANI (1774) displayed a high degree of skill, courage and determination whilst flying in KASHMIR Operations. First in the capacity as a Flight Commander, he flew over 100 operational hours in close support of our ground forces on tactical and offensive sorties, flown mostly during adverse weather. He had thus proved himself to be skilled pilot and an inspiring leader. Again as a Squadron Commander, the officer completed many sorties on his second tour of operations. He attacked GILGIT and enemy gun positions near CHAKHOTI and TITHWAL. He also took part in the GILGIT operations and attacked the KISHENGANGA BRIDGE in the face of intense enemy “fire” with complete disregard for personal safety.

On another occasion this officer located the enemy concentration in a forest near PALANDRI, the headquarters of the so-called AZAD KASHMIR Forces and successfully attacked Military objectives in the area with rockets and cannons. To ensure complete destruction of the enemy targets, he took off leading another formation to attack the targets again. He attacked the target with good result killing several enemy troops and over 100 mules which were being employed for transporting arms and ammunition to the front line in POONCH. As a result of these attacks, the enemy pressure was considerably reduced. The location and subsequent destruction of the enemy concentration proved to be of immense value to our Army.

For the valuable services rendered by him during the JAMMU and KASHMIR Operations, he has been awarded Vir Chakra.

This officer has done nearly 60 hours of Operational flying in a very short period. On all occasions he has displayed a cool head and has pressed home his attacks to maximum advantage.

As a flight Commander this officer took a leading part in most of the sorties carried out in the Northern Sector prior to the advent of winter conditions over the Kashmir Valley.

Sqn. Ldr. Kalyaniwala set a high standard in precision bombing and his attacks on the enemy picquets on the high hills near ZOJILLA Pass prior to the ground attack were most valuable. One attack in particular, near GUMRI, enabled our troops to break through the DRAS. For this he was commended by the Corps Commander.

The late Sqn. Ldr. Baldev Singh Dogra (1921) completed a very large number of sorties during the Jammu and Kashmir Operations. Being a pilot of great skill he was responsible in effectively intercepting and destroying many enemy vehicles on the Kohala Bagh Road.

All his sorties were marked for his skill in flying, determination to get at the enemy at all costs and for unfailing devotion to duty. Often he took on difficult targets without hesitation and concluded his missions with success even when bad weather intervened. He had on many occasions carried out low level offensive reconnaissance on the Kohala Bagh Road and brought back valuable information which proved of immense value.

For his excellent leadership throughout the Kashmir Operations, he has been awarded the Vir Chakra.

Flt. Lt. (now Wg. Cdr.) Randhir Singh (2135) flew 185 hours of Operational flying in close support of our troops while commanding a flight of a ground attack Squadron during the Jammu and Kashmir Operations.

He always set a magnificent example by engaging targets with vigour and zeal in spite of his aircraft being hit by enemy fire on several occasions. His leadership, coolness and courage in the face of enemy, inspired confidence in other pilots of the Squadron.

For the outstanding services rendered by him during the Kashmir Operations, he has been awarded the Vir Chakra.

Fg. Off. Geoffery Charles Wilks (3284) (since released) rendered meritorious service during Jammu and Kashmir operations by carrying out 70 Operational sorties in close support of our ground troops. His flying was outstanding for its remarkable skill, courage and determination to carry out the tasks allotted to him in complete disregard for his personal safety and thereby set a good example for the other pilots of his Squadron to follow.

For the valuable services rendered by him during Jammu and Kashmir Operations, he has been awarded the Vir Chakra.

Fg. Off. (Now Sqn. Ldr.) George Douglas Clarke (3295) proved himself as one of the outstanding pilots in the Jammu and Kashmir Operations. He carried out numerous close support sorties with excellent results. His coolness, skill and courage were of the highest order during the Operations.

The officer carried out 75 Operational Sorties totaling about 200 hours mostly in close support of our ground troop. His accurate bombing, rocketry and gunnery inflicted severe damage on enemy positions and often foiled enemy advances.

For the valuable service rendered by him during the Jammu and Kashmir Operations, he has been awarded the Vir Chakra.

On the 16th September 1965, Flying Officer Prakash Pingale led a section of two aircraft on a “scramble” mission. His section engaged a Pakistani F-86 aircraft, which was also under its own radar control. With great skill, Flying Officer Pingale manoeuvred his section behind the enemy aircraft when he noticed another Sabre jet coming in to attack. He immediately changed his position and shot down the enemy aircraft, which he had engaged earlier. Then he turned to the other enemy aircraft and flying with great skill and accuracy, engaged it and shot it down also.

The skill and leadership displayed by Flying Officer Pingale in this air combat were in the best traditions of the Indian Air Force.

Squadron Leader Sube Singh Malik was engaged in operations against Pakistan as a Flight Commander of a Hunter Squadron. He flew a total of 15 operational missions of which 11 were in close support of the army in the front line.

He led formations of Hunter aircraft on offensive air strikes on eight occasions and caused extensive damage and destruction to enemy tanks, vehicles and troops. He pressed home his attacks with determination and courage in spite of heavy enemy ground fire and, on some occasions, enemy interceptor aircraft. On one occasion the control surfaces of his aircraft were damaged but with skill he brought back his aircraft and landed safely at his base. On another occasion he pressed home his attack against a heavily defended target in spite of a warning received from his companion about enemy F-104 aircraft closing in. Undaunted, he completed his task in spite of the heavy odds and brought his formation safely back to base.

During another sortie near Harbanspura Railway station, his formation caused extensive damage to enemy armour and gun positions in spite of heavy enemy antiaircraft fire.

The courage and tenacity of Squadron Leader Sube Singh Malik were in the highest traditions of the Air Force.

As a Hunter pilot, Squadron Leader Ajit Singh Lamba flew a total of 15 operational sorties, of which 11 were in close support of the army in the Kasur and Lahore sectors. On several of these missions he led formations of Hunter aircraft. He showed great skill and determination in seeking out enemy targets and pressing home his attacks in spite of intensive ground fire and the presence of enemy interceptor aircraft. In spite of heavy opposition, he successfully destroyed several enemy tanks and vehicles. His achievement in the destruction of enemy guns and armour near Harbanspura railway station was specially noteworthy because of the heavy defences surrounding these locations.

Throughout the operations Squadron Leader Ajit Singh Lamba showed a marked keenness for action and was always an immediate and ready volunteer for any mission. His courage and devotion to duty inspired other pilots and are in the finest traditions of the Air Force.

During the operations against Pakistan in December, 1971, as a Flight Commander of a Fighter Bomber Squadron, Squadron Leader Allan David Alley flew 15 operational missions in close support of our ground force, interdiction and offensive strike. Between 4th December and 6th December he led strike missions in the Eastern Sector in Saidpur area and destroyed three steamers and four trains. He also extensively damaged three marshalling yards and destroyed four bridges and four enemy bunkers. In the Western Sector he flew as a Deputy Leader in a strike mission over Sialkot and Wazirabad marshalling yards. In spite of heavy enemy ground fire he caused serious damage to the marshalling yards.

Throughout, Squadron Leader Allan David Alley displayed gallantry, professional skill and devotion to duty of a high order.

On the 4th December, 1971, Flight Lieutenant Andre Rudolph Da Costa flew as Number Two on offensive recce sorties in Lal Munirhat, Rangpur Sector. After successfully strafing the Army targets, the pair attacked a goods train south of Lal Munirhat bridge and both the aircraft ejected close to the base. Flight Lieutenant Da Costa was also hit and although he tried to bring his aircraft back, he fell unconscious and his aircraft crashed short as a result of which he died.

Throughout, Flight Lieutenant Andre Rudolph Da Costa displayed gallantry of a high order.

During the operations against Pakistan in December 1971 as a pilot in a Fighter-Bomber Squadron, Flying Officer Mohan Dikshit flew several sorties. He flew as a wingman on a strike mission and damaged a bridge in spite of heavy enemy defence. In the Pathankot sector he damaged four marshalling yards and the canal headworks. While on a close air support mission he destroyed few gun positions in the Chhamb area.

Throughout, Flying Officer Mohan Dikshit displayed gallantry, professional skill and devotion to duty of a high order.

Wing Commander Sandeep Chhabra (16032-K) Flying (Pilot) was commissioned on 15 Jun 1980 in the Flying Branch of IAF. He is a Fighter Combat Leader, has been a Directing Staff at Combat Training School and a graduate of Defence Service Staff College.

On 03 May 99, Wg Cdr Chhabra was appointed Commanding Officer of a Mirage2000 Squadron. During Op Rakshak, he undauntingly faced the challenges put forth by a determined enemy in Kargil sector by leading a combat Sqn in a type of operations never experienced by the unit before. Under his command new tactics and procedures were evolved and utilised most gainfully.

Wg Cdr Chhabra flew 36 operational missions of which five were live bombing missions. He led his unit in operations by rare example and from the front. Under his command his Squadron flew 142 operational sorties in the Kargil Sector, releasing 225 bombs of various tonnage and eight state of the art laser guided bombs, effectively destroying numerous enemy targets.

On 08 Jul 99, Wg Cdr Chhabra was detailed to carry out an attack on enemy camp with 6 x 1000 lb bombs. Despite being threatened by three Surface to Air Missiles, fired at him, he continued with the attack successfully destroying the assigned target. On 10 Jul 99 Wg Cdr Chhabra was tasked to destroy enemy targets at Point 4388. While he was rolling into the attack, enemy aircraft were reported in the vicinity by own Air Defence Escorts. Despite the presence of an airborne threat and launching of a Surface to Air Missile in the dive, he successfully carried out an accurate attack totally destroying the target.

Wg Cdr S Chhabra, with his personal involvement, leadership and dedication inspired his unit in the successful destruction of numerous enemy targets thereby minimising attrition to our own forces as also shortening the duration of Kargil conflict.

For distinguished Service of most exceptional order, the Hon'ble President is pleased to award 'Yudh Seva Medal' to Wg Cdr Sandeep Chhabra.

Squadron Leader Bharat Singh was in command of one of our Fighter Squadrons between June 1959 and April 1962. He was entrusted with the task of forming a Fighter Aerobatic team. He started with four aircraft in March 1960 and within a month led the team in a public display at Bombay. As a result of their impressive performance, he was authorized to start training a nine-aircraft team. The aerobatics training had to be done in addition to the normal operational and training commitment o the Squadron. The nine-aircraft team successfully staged a public display in January 1962. The standard attained by the team was due to the professional skill and training capabilities of Squadron Leader Bharat Singh.

As a Unit Commander, Squadron Leader Bharat Singh ahs all along displayed a high degree of professional skill and devotion to duty.

Awarded the Vayu Sena Medal for professional ability and exceptional devotion to duty.

During the operations against Pakistan in December, 1971, Flight Lieutenant Perminder Jit Singh Sidhu was serving as a pilot with a Fighter Bomber Squadron. He flew a number of operational missions deep inside enemy territory in the Eastern as well as Western Sectors. In the Eastern Sector, while flying as a wing man on a mission to Gaibanda ferry, he damaged the ferry and a number of steamships. Later, he carried out offensive missions and destroyed trains and marshalling yards in Rangpur-Bogra Sector, In the Western Sector, he led an offensive mission in the Siddinya Canal area and caused heavy damage to the bridges across the canal and enemy bunkers. All these missions were carried out in the face of heavy enemy ground fire and air opposition.

Throughout, Flight Lieutenant Perminder Jit Singh Sidhu displayed courage, professional skill and devotion to duty.

Squadron Leader Jasjit Singh served as a Flight Commander in an operational Squadron in the Eastern Sector in 1961-62. During this tenure, he displayed outstanding flying ability, a sound grasp of administrative matters and exceptional devotion to duty. Thereafter, he has not only maintained the high standards but has also improved flying and administrative talents. He is a qualified Flying Instructor and had done excellent work both in our own training institution and also during his deputation to a foreign Air Force. He has a Flying record of over 3300 hours of accident-free flying. In addition, he has achieved outstanding results in an operational capacity having carried out operational flying during the Indo-Pak Conflict of 1971, for which he has been awarded Vir Chakra. He successfully graduated from the Defence Services Staff College. During his stay in the Career Planning Cell at Air Headquarters, he has worked incessantly at the complex problems of Manpower Planning with the Permanent Manpower Planning Committee, both for officers and airmen. In addition, his direct contribution to the career Planning Papers/Presentation has been commendable. His personal example of diligence, devotion to duty and dedication has been an excellent example to all the stag who worked alongside him in the Personnel Directorate,

Throughout, Squadron Leader Jasjit Singh displayed courage professional skill and devotion to duty in the best traditions of the Air Force.

Wing Commander Ajit Bhavnani has been posted as Commanding Officer of a premier frontline squadron since 28 Jan 85. As Commanding Officer of the first Vajra squadron of the IAF, his performance has been truly outstanding. Having successfully led the team of Vajra pilots trained in France, he achieved the rare distinction of planning and successfully leading the first ferry of seven Vajra aircraft from France to India. Subsequently, he was involved in the successful ferry of three more batches of Vajra aircraft flown in by his squadron. Having assumed command of his squadron, he shou ldered the major responsibility of forming the squadron and inducting a very modern and sophisticated aircraft into the IAF. With his outstanding professional ability, he performed the arduous task in the most methodical and distinctive manner.

Overcoming all the initial hurdles, he organized the available resources to build his unit into a highly operational and efficient outfit within a very short period of time. Despite severe handicaps of shortage of manpower and equipment, he motivated his squadron personnel exceptionally well which resulted in heavy flying activity. Working relentlessly, he ushered in a new era of concepts and tactics related to fighter operations. His selfless devotion to work has been an exemplary source of inspiration and motivation for his personnel. Due to his deep personal involvement and exceptionally high level of professional competence, the entire Vajra force has reached a distinctively high level of operational efficiency.

As Commanding Officer, he has displayed an exceptional high level of professional skill.

For his outstanding achievements as Commanding Officer of the first Vajra Squadron, the President is pleased to award Vayu Seva medal to Wing Commander Ajit Bhavnani.

Wing Commander Ajit Vishwanath Vaidya commanded a frontline fighter squadron from 22 Jul 87 to 19 Jun 89. He is an A-2 Qualified Flying Instructor (QFI) and has been type examiner on Mirage-2000 aircraft. During his tenure as Squadron Commander, the squadron was put to operational test on two occasions. First in July 87, the squadron was asked to move on short notice to Yelahanka in connection with Srilanka operations. Wg Cdr Vaidya carried out the task successfully by ferrying the aircraft ten of his aircraft in the shortest possible time. On the second occasion, his squadron was directed to move to Trivandrum in battle order on 03 Nov 88 and in a commendable period of under 4 hours, Wg Cdr Vaidya ensured that his squadron aircraft were airborne and the ferry was completed.

He is the first pilot to have fired air-toground weapons from Mirage-2000 which he did most accurately at Pokharan and then at Tilpat during Air Power Demonstration 89.

For his professional and notable contribution to operational preparedness, the President is pleased to award Vayu Seva Medal to Wg Cdr Ajit Vishwanath Vaidya.

Wing Commander Mohan John was commissioned in the IAF in Jun 72. He is fully ops on MiG-21 and Mirage-2000 aircraft and has a total of 3200 accident free flying hours, over 1000 sorties of these are on Mirage-2000 aircraft.

After his commissioning, he joined a front line operational squadron. At that stage when he was relatively inexperienced, he handled a serious aircraft emergency in a cool, calm and professional manner and for this he was commended by the Chief of the Air Staff. He has also been commended by the AOC-in-C, WAC in 1978 for his meritorious service. In 1979, Wg Cdr John underwent All Purpose Flying Instructors Course and stood first. He is also a Fighter Combat Leader and is a graduate of Defence Services Staff College.

In 1985, Wg Cdr John was posted to a Mirage-2000 Squadron and was the first pilot to be converted in India. He not only completed his training in a record time but as a supervisor contributed immensely in the build up of expertise and evolution of tactics on this aircraft. He did remarkably well as a Flight Commander.

In October 89, Wg Cdr John was appointed as the Squadron Commander of Mirage-2000 Sqn. The morale of the Squadron was low as his predecessor had been killed in an air crash. By sheer hard work, dedication, personal example and deep sense of involvement he guided the squadron through this difficult phase and ensured that the squadron once again became a viable fighting unit. During his tenure, the squadron had been given the task of perfecting the art of night strike and delivery of laser guided bombs. He undertook these challenges and ensured that adequate number of pilots were trained in a short time in this phase. He was also entrusted with the task of training pilots in low level aerobatics. This he did commendably well, again by personal example and deep sense of dedication.

For his professional skill, dedication and devotion to duty and for his qualities of leadership in the best traditions of the IAF, the President is pleased to award Vayu Sena Medal to Wg Cdr Mohan John.

Squadron Leader R Varma is on the posted strength of a Mirage-2000 Squadron since 30 Apr 95. On 19 Oct 95, he was authorised to lead a 3 aircraft (ac) versus 2 air combat sortie in Mirage-2000 ac.

After two combat situations when the formation was regrouping, a nut on the engine front mounting of his aircraft came off. This caused the engine front part to come down and the drive shaft from the engine to the gear box got damaged and stopped rotating. As a result, the alternators and hydraulic pumps stopped running.

In the air, the pilot was faced with a total electrical and hydraulic failure. A series of warning lights including the failure of the fly by wire control system came on. The pilot reacted to the grave emergency situation with thorough professionalism and commenced the recovery of the crippled aircraft, which had to land within 30 minutes failing which an ejection was mandatory. All displays, having failed, the recovery was to be carried out with only the stand by systems. With sheer grit and determination and in keeping with the highest traditions of IAF, he brought the aircraft down to a safe landing thus saving an extremely precious national asset from being lost.

For this act of exceptional courage, the President is pleased to award 'Vayu Sena Medal' to Squadron Leader Rohit Varma.

Wing Commander Mohit Kumar (14674) Flying (Pilot) was commissioned on 29 Dec 76 in the flying branch of the Indian Air Force. He has flown 3600 hours on single engine jet fighter aircraft. He has undergone three professional courses and is a graduate of Royal Air Force Staff College, UK, where he was adjudged the best foreign student in the course. He has been commended twice by the Chief of the Air Staff for his creditable performance, first during the instructional tenure and then as Flight Commander of a Fighter Squadron.

Wing Commander Mohit Kumar has been the Commanding Officer of a Fighter Squadron since 21 April 97. During his tenure, the Squadron has performed exceedingly well in all disciplines. His exceptional qualities of leadership and his positive spirit have been instrumental in substantial improvement in the overall performance of the Squadron. This was amply proven during inspection visits by the Aircrew Examination Board and Directorate of Air Staff Inspection wherein the Squadron excelled itself in all facets. The high professional skills of the Squadron were also displayed during air to air firing of guns, missiles and also during Exercise Vayushakti98, wherein the Squadron scored direct hits with all the weapons fired.

Under his leadership and guidance, the Squadron was well knit into a cohesive team. With his deep sense of involvement and planning, he motivated his personnel to evolve innovative tactics and indigenous ideas. He has worked over and beyond the call of duty, thereby instilling in his men a high sense of dynamism, culture of pride and spirit to win. These steps have led to vastly improved skills in operational, maintenance and administrative aspects of his unit.

For his dynamic leadership, foresight, and exceptional devotion to duty, the Hon'ble President is pleased to award 'Vayu Sena Medal' to Wing Commander Mohit Kumar.

Wg Cdr Raghunath Nambiar (16378-R) Flying (Pilot) was commissioned as a Fighter Pilot in the Flying Branch on 11 Jun 81. He is on the posted strength of Air Force Station Gwalior since 12 May 98. He has flown 1820 hrs of accident free flying on the Mirage 2000 and holds the proud distinction of being the most experienced Mirage-2000 Pilot in the country.

On 24 June 99 this Officer was specially chosen to lead the first ever IAF operational delivery of an LGB. He was tasked to attack Tiger Hill which was defended by hostile enemy SAMs. The attack profile of a LGB requires the aircraft to descend below 2700 ft and exposes it to enemy fire. Despite this danger to his aircraft the pilot willingly descended to the required height and pressed home the attack. His attack on Tiger Hill at an enemy camp located at the peak was a direct hit and destroyed the entire camp. The videotapes of his attack clearly indicate the accuracy of the delivery and its devastating effect on the enemy. It is estimated that this attack was primarily responsible for the low casualty rate that the Indian Army suffered during the capture of Tiger Hill.

For his exceptional bravery, skill, dedication and courage under fire in the face of the enemy, the Hon'ble President is pleased to award 'Vayu Sena Medal' to Wing Commander Raghunath Nambiar.

Muntho Dhalo Attack: On 15 Jun 99, he was responsible for acquiring the largest enemy camp in the Batalik Sector. He followed up on 16 Jun 99 by leading a two aircraft mission, armed with 6x250 Kg bombs successfully destroying the Eastern side to the camp. This attack was responsible for annihilating the enemy's resolve leading to marginalising of enemy ground force activity. Sqn Ldr Mohan Rao launched this attack undeterred by reports of Surface to Air Missiles having been fired from the camp, with total dedication and devotion to accomplish the assigned task.

LGB Attack by Night: On the night of 0708 Jul 99 Sqn Ldr Rao carried out an attack on the Ridgeline West of Tiger Hill armed with a Laser Guided Bomb. The target location necessitated an attack profiles that would bring his aircraft within the launch envelope of shoulder fired missiles. He struck the target with determination of a rare kind and scored a direct hit as reported by our ground forces.

During the operations, Sqn Ldr M Rao flew 27 operational missions which include ten live bombing missions. Sqn Ldr Mohan Rao displayed immense devotion, involvement and professionalism of the highest order during planning and execution of the missions under hostile conditions. Awareness of missiles being launched at him only motivated him further to decimate the enemy.

For the conspicuous gallantry, valour displayed in the face of the enemy and exceptional devotion to duty, the Hon'ble President is pleased to award 'Vayu Sena Medal' to Sqn Ldr Mohan Rao.

Squadron Leader Dilip Kumar Patnaik (17464) Flying (Pilot) has been on the posted strength of a Fighter Squadron since Mar 98. He is a Fighter Combat Leader and Deputy Flight Commander of the Unit. Muntho Dhalo Attack: On 16 Jun 99 Sqn Ldr Patnaik undertook a live strike mission on the biggest enemy camp in Batalik Sector. After visually acquiring the target he had to plan an attack profile that would obviate violation of the LoC at the same time inflict maximum attrition on the intruders. He thereafter launched a successful attack on the Western side of the camp which led to the crumbling of the enemy ground activity. Sqn Ldr Patnaik carried out the attack on a confident and well protected enemy with complete dedication and devotion of the highest order.

Tiger Hill Attack by Night: On the night of 27-28 Jun 99 at 0230h, Sqn Ldr Patnaik carried out the first ever night Laser Guided Bomb strike on Tiger Hill. Destruction of the target entailed that his attack profile penetrate the launch envelope of shoulder fired missiles. He launched the live strike without regard to personal safety and scored a direct hit as reported by the Army, paving the way for ground forces to capture Tiger Hill.

During 'Op Rakshak' Sqn Ldr Patnaik flew 27 operational missions, which included 9 live bombing sorties in the Kargil sector. Sqn Ltd DK Patnaik displayed immense devotion, involvement and professionalism of the highest order during planning and execution of missions under hostile conditions. Awareness of missiles being launched in that area only motivated him further to decimate the enemy. He displayed conspicuous gallantry and valour in the face of the enemy.

For exceptional devotion to duty the Hon'ble President is pleased to award 'Vayu Sena Medal' to Squadron Leader Dilip Kumar Patnaik.

Flight Lieutenant Shreepad Tokekar (21815-F) Flying (Pilot) has been on the posted strength of a Fighter Squadron, since 26 Aug 96.

During 'Op Rakshak' on 15 Jun 99 he was responsible for picking up enemy camp at Muntho Dhalo and was part of the formation which carried out a successful strike on the target. On 24 Jun 99 he carried out a direct attack on enemy fortification at Tiger Hill with 6 x 250 Kg bombs. He was the only pilot to have carried out a direct attack on Tiger Hill. The attack was highly successful as reported by own ground forces. On 08 Jul 99 he led a two aircraft mission against enemy camp site located at point 4388 and again achieved a direct hit. Post sortie film analysis indicated that the target was totally destroyed. This attack broke the back bone of enemy logistics supply to Tiger Hill and Muskoh Valley and was largely responsible for the enemy to bid a hasty retreat in these sectors. During this strike Surface to Air Missiles were fired at the other member of the formation. This did not deter him from carrying out attacks with pinpoint accuracy on enemy targets. On subsequent days he followed up with repeat attacks on enemy camp sites located along the Valley with a high degree of accuracy.

Flight Lieutenant Tokekar flew a total of 24 missions in the Kargil sector of which eight were live bomb strikes. He displayed immense devotion to duty, involvement and professionalism of the highest order during planning and execution of missions despite encountering hostile response from the enemy.

Wing Commander Rajesh Kumar (16770) F (P) is the Commanding Officer on a Mirage-2000 Sqn since 26 Mar 2001. he was commissioned on 04 Jun 1982 and has over 3500 hrs of accident free flying including 1000 hrs on the Mirage2000. He is an A-2 Qualified Flying Instructor who has been on staff of Flying Instructors School as well as Aircrew Examining Board.

During 'Ops Parakaram' on 02 Aug 2002, the Sqn under Wg Cdr Rajesh Kumar was tasked with destroying enemy position on the Line of Control. Intelligence had reported infiltration of enemy troops across the LOC taking up positions overlooking own ground forces. There was very limited time available for planning and real time intelligence was lacking. The target was located at high altitude very close to our own troops and was defended by enemy Surface to Air Missiles. A very precise attack was needed to prevent fratricide. When the mission was flown the target area was partially obscured due to clouds and smoke from enemy fire.

Despite the constraints of time, intelligence, difficult terrain and target being partially obscured Wg Cdr Rajesh Kumar successfully led and executed the attack on the LOC. He acquired the target and effectively carried out a LGB attack, while under enemy fire, destroying the enemy bunkers on the LOC. Accurate weapon delivery by him also greatly assisted the other members in formation to acquire the target. Success of the mission facilitated recapture of territory by own ground forces without any friendly casualties. His attack also demonstrated to the enemy the capability of the IAF and will act as a deterrent against any such intrusion in the future.

For exceptional courage under fire and leadership shown, the Hon'ble President is pleased to award 'Vayu Sena Medal (Gallantry)' to Wing Commander Rajesh Kumar.

Wing Commander Harpreet Singh Basra (19174) F (P) was commissioned as a fighter pilot on 19 Dec 87. Presently he is the Commanding Officer of a M-2000 Squadron. The officer has almost 4000 hrs of accident/incident free flying with almost 1500 hrs on the versatile M-2000 aircraft. The Officer has performed exceptionally well during his flying career and is an A-2 Qualified Flying Instructor, a graduate of Tactics and Air Combat Development Establishment and Defence Services Staff College and has secured first position in both courses.

On taking over the Sqn, he laid special emphasis on improving the operational status of the Sqn. The Sqn has flown 2352 hrs in the last one year with the officer himself flying over 300 hrs, despite all the responsibilities of a Commanding Officer. The Sqn Ops Status has improved considerably with the junior most pilot averaging over 150 hrs in the last one year. He has been instrumental in inducting the first batch of Ex-Hawk pilots to the Mirage fleet, an event which warranted not only creating a new syllabus, but also tailoring the training pattern and learning environment to suit the requirements of the young inexperienced pilots.

The officer has consistently proved his mettle in various tasks. Under his command, his Sqn was declared the "Best Fighter Squadron of Central Air Command". Earlier, as the Flight Commander, he was instrumental in his Sqn winning the "Best Fighter Squadron of IAF 0304". The Sqn's performance during CASI, AEB and DASI inspections has been very good. Innovative and enterprising, he is constantly finding solutions and meeting the highest standards in all spheres for others to emulate. His innate ability to interact with the airmen and NCs(E) at the lowest rung has earned him the respect of his subordinates, both officers and men alike, and inculcated the spirit of unflinching loyalty towards the Sqn and kept the morale of his Sqn very high. This has manifested itself in high aircraft serviceability state of the Sqn, resulting in excellent performances of the Sqn in various exercises.

For his exceptional devotion to duty, innovation, foresight, planning abilities and professional excellence of the highest order, the Hon'ble President is pleased to award 'Vayu Sena Medal' to Wing Commander Harpreet Singh Basra.

Master Warrant Officer Madan Singh Rawat has been on the posted strength of a unit since 31 Mar 71. During his tenure he has been employed both in DSS and R & SS. During the last 17 years he has been serving in operational units and has been one of the outstanding supervisors in the field. With keenness and uncommon zeal he carried out the most arduous and responsible supervisory duties. His will and capacity for work have been a source of Inspiration to others. He has been instrumental in maintaining a high standard of professionalism among other SNCOs and men by his strict supervision and eye for detail. His organisational capacity is best seen when taking out a Detachment where he personally formulates the plan to the minutest details and executes it surmounting all the problems with a smile on his countenance.

For a period of three years before his tenure in the unit he was employed as the SNCO i/c R&SS at No .8 Wing. His supervision was second to none. The smooth and efficient manner in which he has been functioning in his present job as MWO i/c Type 96 R&SS speaks volumes of his ability as a supervisor and his professional knowledge.

Last but not the least he is a keen sportsman and even with a 12 hour working schedule he finds time to play a game of hockey. During his service career he represented the Services in Hockey for two years and the Air Force for seven years.

For his selfless dedication to work, total involvement and ability to inspire those under him, Rashtrapati is pleased to award Vishisht Seva Medal to Master Warrant Officer Madan Singh Rawat.

Wing Commander Satish Govind Inamdar was commissioned in the IAF in Mar 63 and since then has been in flying continuously except for a short stint at Air HQs as Deputy Director Air Staff Requirements. A Pilot Attack Instructor and a Test Pilot he has undergone Defence Services Staff College Course at Wellington. At present he is posted as Officer Commanding of one of the front line fighter Squadrons.

The Squadron has made spectacular progress under his dynamic and foresighted leadership. The aircraft serviceability was brought up to 76.5% from low figure of 54.1%. The Operational status was as low as 38.8% was brought up to commendable 64.7%.

His attention to welfare of the personnel of his Squadron as well as the mess staff has been remarkable. His is the only Squadron from where no Redress of Grievances or requests for Air Officer Commanding's interview have been received. The Squadron would also perhaps the only one which presents parting momentoes to every airman and NC (E) that is posted out. His idea of presenting woolen jerseys to mess staff as Diwali gift was original and utility oriented. He even organized a donation of the major cost of the item from M/S Modella through his own initiative and efforts.

On the basis of his overall performance, it could be said that Wg Cdr SG Inamdar has succeeded in shaping his Squadron into a well organized operational unit. He has been an example of effective leadership in air and on ground. At the same time, he has handled his secondary duty exceedingly well.

For his overall performance, the President is pleased to award VISHISHT SEVA MEDAL to Wing Commander Satish Govind Inamdar.

Squadron Leader Chellappan John Albert Sylam is posted as senior Technical Officer of a fighter squadron since 01 Jan 86. Sqn Ldr CJA Sylam had his initial training in France on the Airframe System of Mirage 2000 aircraft. He completed the training in France with distinction securing A One rating.

In 1987, the Squadron was fire tested during the RED ALERT. The high operational preparedness of the Squadron was made possible due to the scientific management of the team of engineers and technicians by Sqn Ldr Sylam. He himself led the detachment. During the later half of 1987 and the first half of 1988 the Squadron has been concentrating on its new role. As the Senior Technical Officer of the sqn he contributed immensely to the successful integration of Equipment System.

Flight safety is a key result area in every flying Squadron. By introducing innovative techniques like Aircraft Quality Control Centre, Maintenance Safety Cell and Training cells he has contributed well towards the high flight safety record of the Squadron.

For his high professional ability, exceptional leadership qualities, managerial skills and devotion to duty, the President is pleased to award Vishisht Seva Medal to Sqn Ldr Chellappan John Albert Sylam.

Squadron Leader Kirshna Iyengar Ravi (17674) AE (M) has been on the posted strength of a Fighter Squadron since 29 May 99. The officer reported on posting three days after the commencement of Op 'Safed Sagar' and had a very difficult responsibility of discharging the duties of Senior Technical Officer of a premier Fighter Squadron.

During Op 'Safed Sagar' Squadron Leader Ravi played a key role in effectively managing the aircraft of both the Mirage Squadrons at the parent base, for the training of augmented aircrew and conduct of new weapon trials. Even with the meagre resources left behind the officer effectively formed core groups and motivated the team to undertake a varied range of operations including the tasks done for the first time on the fleet. He managed his responsibility exceptionally well.

With an aim to enhance the Op capability of a fighter aircraft, trials for adaptation of 1000 Ibs Conventional Bombs, Pave Way & Griffin Laser Kits and the Lightening Laser Pod were undertaken at base. This posed a challenge for Squadron Leader Ravi as it involved modifications of pylons, aircraft wiring and armament loading/serving proce dures. The officer dedicatedly worked for prolonged hours and led his team by setting an example himself and achieved the results both at base as well as during live trials at Pokharan Range.

Squadron Leader Ravi also had added responsibility to undertake servicing on the Detachment Aircraft, periodically visiting the base as per the maintenance stagger plan. With this exceptional managerial skills and leadership qualities he could flawlessly complete the task in record timeframe.

For distinguished service of a high order, the Hon'ble President is pleased to award 'Vishisht Seva Medal' to Sqn Leader KI Ravi.
